All county lists consist of the following services as long as they are licensed in the county: Police, Fire, EMS, Local Government, Forestry Conservation, Aircraft, Amateur Radio, Utilities, Railroads, News Media. Priority is given to the public safety ones first, then if there is room in our file format, the others are put in. Sometimes, we have to pick additional services to ensure that we have a minimum of 60 frequencies
